Consideration of:  A proposal for the purchase of land from Abia Judd Elementary School and Granite Mountain Middle School from the City of Prescott for the Williamson Valley Road widening project.

Relevant Information:

The City of Prescott will be widening Williamson Valley Road in the future and will need to purchase a strip of property from Prescott Unified School District running along the border of Abia Judd Elementary School and Granite Mountain Middle School.  District administration has been working with representatives from the City of Prescott with regard to this purchase and other aspects of this transaction, including the relocation of the playground at Abia Judd Elementary School.

 

District administration and representatives from the City of Prescott would like to update the Governing Board as to progress on negotiating the purchase and also answer any questions from the Governing Board, as well as accept input from the Board

Consideration of:  Approving a district prioritization list of bond projects.

Relevant Information: 

With the recent passing of the Prescott Unified School District Bond Issue, Board President Dee Navarro would like to discuss a timeline for prioritizing bond projects, as well as the timeline for the issuance of bonds and the availability of funds.

A copy of the District Leadership Team’s list of priority bond projects based on each school and site input is attached for your review.  This list contains more projects than can be funded during the first year of the bond cycle.  Also attached is a copy of a Tentative Financing Calendar.  Please refer to Enclosure #1.

Relevant Information:

The Governing Board is responsible for approving a school calendar for Prescott Unified School District for the 2005-2006 school year or for both the 2005-06 and 2006-07 school years.

In Consideration of:  Approving a lease agreement with Yavapai College for

the lease of a district portable building already on their campus.

Relevant Information:

Yavapai College wishes to lease the portable building on the campus of Yavapai College utilized by the PEAK program.  With the PEAK program moving to Bradshaw Mountain East High School as part of the Regional Alternative Center for Education, this portable building is now empty.  With the recent passing of the Prescott Unified School District bond issue, this portable building is not a necessity in accommodating student enrollment growth.

 

Yavapai College wishes to lease the portable building for a period of 18 months with a clause to possibly lease it for an additional 6 months.  A monthly lease of $500 per month has been proposed to Yavapai College.

 

Exhibits:

A lease agreement is being formulated between Yavapai College and Prescott Unified School District at this time and will be presented to the Governing Board at the December 21st Voting Session.  Governing Board input and suggestions will be incorporated into the lease agreement.

ALPS (Alternative Learning Programs) at Prescott Mile High Middle School.

Relevant Information:

The special needs population of Prescott Unified School District has increased yearly along with our student growth.  We are sensitive to the needs of the students in these programs and believe that the number of students currently in the program warrants the addition of the half-time teacher who will add to an environment more conducive to student learning.  The funding source for this position is Sudden Growth Money and will cost approximately $15,000.

assistant for the preschool program at Dexter Family Resource Center.

The special needs population in our preschool program has increased.  Sometimes the individual student requires one-on-one assistance to create the most effective learning environment.  The funding source for this position is Sudden Growth Money and will cost approximately $7,000.

In Consideration of:

Governing Board Policy BGB requires first and second readings of all proposed policy adoptions and approval by the Governing Board.  The Governing Board is asked to individually review these policies through a first and second reading prior to the Voting Session on December 21st, at which time the Governing Board will be asked to adopt the proposed policies.

 

These sample policies reflect changes to be made to existing policies due to legislative action.  The policies to be reviewed are listed below.

In Consideration of:  Approving the recommendations from Ms. Kristen Rex, Hearing Officer, for two student disciplinary hearings that occurred on November 22, 2004.

Relevant Information: 

On November 22, 2004, two student disciplinary hearings were held.  After the hearings, the designated hearing officer accepted the recommendations submitted by the administrators.  According to the County Attorney’s Office, the Governing Board needs to consider adopting the recommendation of the hearing officer in order to bring this process to a conclusion.

Relevant Information:

The Office of the Governor of the State of Arizona has awarded Youth Count in partnership with Prescott Unified School District, Mayer Unified School District, Humboldt Unified School District and Communities for Kids Initiative a $147,139 grant.  This grant will provide a tutoring program to impact 400 students pre-K through 3rd grade in the above communities.  Youth Count will be the fiscal agent for this grant.

In Consideration of:  Approving a Partnership Agreement between Yavapai College and Prescott Unified School District for the Title I/Even Start (Arizona Family Literacy Program).

Relevant Information:

This agreement provides collaboration between Yavapai College and Prescott Unified School District.  Yavapai College will contract services for the following:

 

·        Testing and Date Collection to include:  12 sessions at Prescott site, travel and per diem allowances, oral and written testing, test scoring and date entry.

·        Materials to include:  testing packets, testing supplies, literacy test booklets, oral test answer sheets and scoring documentation.

·        Participation in ABE Program staff development meetings.

·        Meeting time with ABE Program tester.

·        On-going communication between ABE at Yavapai College and the Prescott Unified School District Family Literacy staff.

·        Yavapai College will be involved in the needs assessment with Carolyn Beckman as their representative.

22.  The following are continuation grants which have been awarded to Prescott Unified School District submitted by Mary Anne Kapp:

 

Title I/Even Start (Arizona Family Literacy Program Grant)

2003-2004 Allocation: $85,000.00; 2004-2005 Allocation: $85,000.00

This grant will provide a continuing preschool program for 18 students and ESOI and GED certification for their parents.  The purpose of the Arizona Family Literacy Program is to help break the cycle of poverty and illiteracy by improving the educational opportunities of the state’s low-income families by integrating early childhood education, adult literacy or adult basic education, and parenting education into a unified family literacy program.  “Family Literacy Services” are defined as the follows:  Services provided to participants on a voluntary basis that are of sufficient intensity in terms of hours, and of sufficient duration, to make sustainable changes in a family, and that integrate all of the following activities:

 

·  Interactive literacy activities between parents and their children (often referred to as Parent and Child Together (PACT) Time)

 

·  Training for parents regarding how to be the primary teacher for their children and full partners in the education of their children.

 

·  Parent literacy training that leads to economic self-sufficiency

 

·  An age-appropriate education to prepare children for success in school and life experiences. 

 

Title I/Even Start (Arizona Family Literacy Program Grant) Supplemental Federal Allocation

Prescott Unified School District received an additional $20,000.00 for enhancement/ expansion of our Family Literacy program.  Funds will be utilized for enhancement of the program in the following ways:

 

·  Professional Development

·  Van rental

·  Van purchase

·  2 computers and printers

·  Book binding materials.

PDLA (Professional Development Leadership Academy)

2003-2004 Allocation: $25,000.00; 2004-2005 Allocation: $25,000.00

The Professional Development Leadership Academy (PDLA), with the cooperation and support of the Arizona Department of Education, is coordinating the development of a dynamic, effective and comprehensive statewide system of professional development.  The teams participating in this grant will contribute to the development of that system by modeling promising practices that can be documented and replicated throughout the state.  The purpose of this grant is to support team efforts that build the capacity of Prescott Unified School District to provide professional development for educators who impact student achievement.  This must be done through sustained learning activities

that increase knowledge and skills.  Prescott Unified School District’s

team members are:  Sherry Baca, Marianne Brooks, Buddy Habeck, Mike Harlan, Kevin Kapp, Mary Anne Kapp, Roberta Schamber, Chris Reynolds, Frank Lawhead, Dee Navarro, Nancy Martinez and Linda Ryan.  (Please refer to Enclosure #19.)

 

NARBHA (Northern Arizona Regional Behavioral Authority)

2003-2004 Allocation: $56,538.00; 2004-2005 Allocation: $66,098.75

This will provide assistance to families in the areas of social services, community resources, nutrition, safety and health education, increase family/school bonding and to provide children and families with the necessary skills and resources to increase academic, behavioral and social development.  (Please refer to Enclosure #20.)

 

Early Childhood State Block Grant

2003-2004 Allocation: $58,623.00; 2004-2005 Allocation:  $47,415.00

Early Childhood State Block Grant funds are used to serve income eligible preschool students.  The classrooms must be licensed by the Child Care Licensure division of the Department of Health Service.  This statewide program emphasizes flexibility in delivery of services to enable young children to meet challenging state standards.
