PRESCOTT UNIFIED SCHOOL DISTRICT No. 1
GOVERNING
BOARD
BOARD BRIEFING
NUMBER 244
October 2, 2001
Item
No. 1
Date:
10/2/01
Consideration
of: The approval of district funding for all Arizona
Interscholastic Association (AIA) sanctioned student travel.
Submitted
by:
Ms. Renee Raskin, Director of Business Services
Relevant
Information: District funding of AIA sanctioned student travel is
currently differentiated in that student athletic travel is funded by
the school district, whereas other AIA sanctioned student travel, such
as Band and Choir travel, is not funded by the school district.
This difference is due to not clearly defining “field
trips” when this area of funding was removed from the budget in
1999. Athletics was not considered a “field trip” due to the
designation of athletics as an AIA activity.
This
cost of funding other AIA sanctioned activities for Band and Choir
would be approximately $10,000 a year.
There are approximately 10 such activities each school year.
Mr.
Tim Carter, Principal of Prescott High School, will be available to
answer questions with regard to this topic at the October 2nd
Study Session.

Submitted
by:
Ms. Renee Raskin, Director of Business Services
Relevant
Information: Ms. Raskin has prepared the 2000-01 Annual Financial Report (AFR)
for your approval. The
Summary condenses the information in the AFR and is the document that
will be published in the local paper.
The entire report will be submitted to the Arizona State
Department of Education for review.
Exhibits:
A copy of the Annual Financial Report is attached. Please refer to Enclosure #1.
Item

County Juvenile Court for fiscal year 2001-2002 for the Safe Schools
Program.
Submitted
by:
Ms. Renee Raskin, Director of Business Services
Relevant
Information: The Youth Safe Program has assisted the high school and both
middle schools with improvement of identification and remediation of
discipline issues at these facilities over the past year.
Exhibits:
Please refer to Enclosure #2.
Item
No. 4
Date:
10/2/01
Consideration
of: Approving an emergency procurement for ADA ramps and
sidewalks for Abia Judd Elementary School, Granite Mountain Middle
School and Prescott High School.
Submitted
by:
Mr. Arn Lavington, Director of Purchasing
Relevant
Information: Principals at Abia Judd Elementary School, Granite Mountain
Middle School and Prescott High School advised the Purchasing
Department of the immediate need for ADA ramps and sidewalks at these
locations. Fire Marshall,
Ted Galde, recommended installation as soon as possible because of
life safety concerns.
Emergency
procurement, using unit pricing from the Prescott Unified School
District No. 1 Governing Board already approved Fann Contracting
“Concrete/Paving Improvements SFB Bid #1-0002-02” was used for the
construction. To Prescott
Unified School District’s good fortune, Fann Contracting was already
on location at Abia Judd doing the SFB funded paving improvements and
they were able to work the ramp and sidewalk improvements into their
schedule.
Note
that Kelley-Wise Engineering approved the unit price estimate of
$66,771 for the ramp and sidewalk improvements (the final invoice may
be slightly higher or lower, depending on amount of materials actually
used). The funding for 4
ramps at Abia Judd, 2 ramps at Granite Mountain and sidewalk
replacement at Prescott High School is as follows:
PHS
Building Renewal Budget $16,527.00

No. 5
Date:
10/2/01
Consideration
of: The review and approval of nominations for awards for
recognition of school board members and/or programs through the
Arizona School Board Association.

by:
Mr. Kevin J. Kapp, Superintendent

for the various awards categories through the Arizona School Boards
Association awards program.

Item
No. 6
Date:
10/2/01
Consideration
of: The proposal by Diamond K Productions for lease/use of
Prescott Mile High Middle School facilities for 4th of July
event.
Submitted
by:
Mr. Kevin J. Kapp, Superintendent
Relevant
Information: The leasing of school facilities is not usually a Governing
Board function and Governing Board policy allows the Superintendent or
designee to approve the leasing of school facilities.
The request by Diamond K Productions to lease Prescott Mile
High Middle School facilities for 4th of July activities in
2002 and in future years, however, is of such a significant nature
that discussion of the proposed lease by the Governing Board seems
appropriate.
A
representative of Diamond K Productions will be present at the October
2nd Study Session to answer questions and share additional
information.
Exhibits:
The proposed lease contract will be available for review by the
Governing Board at the October 2nd Study Session.
