Consideration of: Consider approving a right-of-way to the City of Prescott at Whetstine and Ruth Street that would involve a small parcel of district owned property in exchange for contribution towards the bus stop driveway paving.

Relevant Information:

The City of Prescott has re-routed Whetstine Avenue across the northeast corner of Prescott High School property (the bus drop-off area). The City of Prescott is proposing trading services (noted below) in exchange for a small parcel of property owned by the district for this right-of-way.

 

The district has entered into somewhat similar purchases with the City of Prescott in the recent past, such as:

 

Right-of-Way from Abia Judd for Williamson Valley Road widening at $2.50/SF – approximately two years ago.

 

Recent offer amount for Nature Center property (purchase that has not yet been consummated) for $1,820,000 for 18.06 acres. 18.06 acres x 43,560 SF/acre = 786,694 SF. Approximate unit per SF price offered = $1,810,000 / 786,694 SF = $2.30/SF.

 

The City of Prescott is proposing that based on the comparatively smaller area of the property from which this acquisition is being taken and thus the relatively higher level of impact on the use of that property, to pay $3.50/SF for the acquisition.

 

The total square footage of the right-of-way being taken is 2,560 SF. Accordingly, the total offer for this right-of-way based on a unit value of $3.50/SF would be: 2,560 SF x $3.50SF = $8,960.

 

Relative to recent additions to the improvement of Whetstine Avenue, the high school would be responsible for the cost of a 30-foot long section of 5-foot high chain link fence along Whetstine Avenue. The cost of this item is $1,050. This would be deducted from the total offer for the right-of-way. $8,960 - $1,050 = $7,910.

 

This amount could then be applied to the cost of additional paving for the bus drop-off area. The amount of $7,910 would go toward the $31,000 required to pave the bus drive by Asphalt Paving and Supply, who submitted the lowest bid for this project. The City would assume responsibility for other added, ancillary improvements associated with Whetstine Avenue based on the premise that they are necessary in order to facilitate the realignment of the roadway.

 

These include:

 

1. The lengthening of the existing corrugated metal pipe by 27LF;

 

2. The reconstruction of the headwall (since it was going to be reconstructed anyway);

 

3. The addition of 27LF of concrete valley gutter (over the pipe extension);

 

4. Construction of driveway entrances on Whetstine Avenue and Ruth Street; and

 

5. Pavement of the asphaltic concrete wedge approaching the valley gutter on Whetstine Avenue to mitigate erosion.
