In Consideration of:  Approving the lease/purchase of a substitute teacher finder system from E-School Solutions, as a sole source purchase, since they were the only vendor on the bid list with a system that interfaces with our business software.

Relevant Information:

The Purchasing Department issued P.O. 60003 to E-School Solutions for the substitute teacher finder system approved by the Governing Board on April 12, 2005.

The leasing company who the district is buying the new substitute caller system through asked the County Attorney’s Office to review the contract.  During the review the question of being a sole source purchase came up.  Procurement rules require that the Governing Board approve the purchase as a sole source procurement and provide a letter to the County Attorney’s Office stating “that there is only once source for procurement of this required material, service or construction.”  After approval by the Governing Board, the letter should be forwarded to Mr. Tom Stoxen of the County Attorney’s Office signed by all Governing Board members.

In Consideration of:  The ratification of the appointment/transfer of Mr. Brian Moore by Mr. Kevin Kapp, Superintendent, as the Principal of Taylor Hicks Elementary School.

Relevant Information:

Mr. Kapp interviewed the four assistant principals in Prescott Unified School District and has appointed Mr. Brian Moore as the new Principal of Taylor Hicks Elementary School.  This appointment/transfer is permitted by Governing Board policy and within the authority and duties of the Superintendent of Schools.

 In Consideration of:  Approving the use of approximately $30,000 of current (2004-2005) sudden growth money to place a double classroom portable building at Miller Valley Elementary School and furnish the classroom with desks, books, and other necessary supplies for one of the classrooms for the 2005-2006 school year.

Relevant Information:

Elementary registration numbers for the 2005-2006 school year are currently 7.7% above elementary registration numbers one year ago at this time.  This equates to 161 additional elementary students for the upcoming school year and registration continues for another three months, up to school beginning on August 8, 2005.

 

We have been planning to add a new 2nd grade classroom and teacher to accommodate the high number of 1st graders currently attending PUSD school this year.  It has been decided to add this new 2nd grade classroom at Miller Valley Elementary School with the long-term approach of adding one additional K-5 classroom at Miller Valley Elementary School as the need arises for additional classrooms during the next few years.  Miller Valley has a large campus and with planning, can transition into a “4-section school” as the school district experiences growth at the elementary level.  The teaching position for this 2nd grade is already funded with the monies utilized this year in the hiring of Instructional Assistants in our 1st grade classrooms at all five elementary schools.  These Instructional Assistants were hired for this 2004-2005 school year only, as a method of assisting our 1st grade teachers with higher-than-anticipated class sizes.

 

Miller Valley will be gaining three new permanent classrooms and will be remodeling three current classrooms during Phase 2 of the bond projects.  These new classrooms, however, will not be available until the 2006-2007, or perhaps the 2007-2008 school year.

 

It is thus recommended that the school district leave a double classroom portable building and place this portable building at Miller Valley Elementary School for utilization for the upcoming 2005-2006 school year.  We recommend a double classroom portable to have another classroom available if elementary numbers warrant adding yet another classroom and teacher at another grade level for the 2005-2006 school year.  Currently, our 5th grades are “full” based on registrations for next year and other grades are filling quickly.  We will monitor our registration numbers carefully and if necessary, request additional funding for the hiring of another new elementary teacher or teachers if necessary, along with funding for desks, books, and other classroom supplies.

 

We have researched costs of placing a portable building at Miller Valley, as well as the monthly lease amounts.  Placing the portable building will require approximately $11,000 and the monthly lease is approximately $750 per month, or $9,000 per year.  We are estimating the need for approximately $10,000 for desks, books, and other supplies for the new 2nd grade classroom.

 

We will request funding for another elementary teacher, as well as desks, books, and classroom supplies from the Governing Board at a later date if registration numbers warrant this request.
