Rationale:
The principals and directors have submitted requests for
additional staffing for the 2001-02 school year.
The four positions recommended for approval are the Abia Judd 2nd
Grade Teacher, Prescott High School Special Education Teacher, the
Bilingual Instructional Assistant at Dexter and the Computer Technician.
Relevant
Data and Exhibits: Approximately
75% of the Abia Judd 2nd Grade Teacher will be funded from
Kindergarten tuition monies. The
Special Education Teacher and the Bilingual Instructional Assistant will
be funded with VIB grant monies. The
Computer Technician funding will need to come from the regular
maintenance and operation budget. The
total cost to the M & O budget will be approximately $32,500.
This information has been presented to Meet and Confer. The Board will approve the positions funded by 301 monies

specifications.

Rationale:
A.
Determination for issuing a Request for Qualifications and
Proposals is that competitive sealed bidding is not practicable or
advantageous for the procurement of architectural and engineering
services for Prescott Unified School District No. 1.
The competitive sealed proposal method of procurement is
recommended for the following reasons:
1.
Services are not obtained by price alone.
Adequate specifications are not available to describe the service
required.
2.
It may be necessary to conduct discussions with the offerors to
determine their full understanding and responsiveness to the
solicitation.
3.
It may be necessary to afford the offerors an opportunity to
amend their proposals by means of a best and final offer.
4.
It may be necessary to compare experience, work plans,
credentials and references of the proposals submitted and award
contracts for services accordingly.
B.
Prescott Unified School District No. 1 requires Design Services
for Multiple Projects to be completed through the Arizona School
Facilities Board, and through Prescott Unified School District’s
regular capital budget. Selection

The School Facilities Board has agreed to fund up to $475,000 for
Emergency Correction of the Prescott High School Vocational Education
Building. Emergency
Procurement was authorized by Dr. Short as indicated to the Board in the
November 7, 2000, Board Briefing. Emergency
procurement was utilized to remedy mold problems and remodel the
facility as soon as possible in order to regain lost classroom space.

The administration recommends that the Governing Board approve a
60-day preview of the textbooks listed below.
Rationale:
Spanish textbooks have not been replaced since 1993, Woods
textbook since 1977, and Nursing since 1986.
Vocational Education classes will not be a part of our six-year
adoption cycle.
Relevant
Data and Exhibits: Spanish
teachers at Prescott High School aligned their curriculum to the Arizona
Academic Standards in Foreign Language during the 1999-2000 school year.
They examined textbooks from six different publishers during the
2000-2001 school year and chose the McDougall Littel series and Thompson
Learning books based on their alignment to Arizona and National
Standards in Foreign Language, readability, and format.
Teachers selected the books for Woods and
Intro to Nursing with guidance from the Arizona Vocational Education
Standards. Over the past two years, Mr. Bockman examined five books.
He chose this one based on its academic links to math and
science, updated technology, readability, and the diversity of gender
and ethnic groups shown in the illustrations.
These factors are required by the Vocational Standards.
Mr. King examined three books and selected
this book based on the fact that Samaritan Village selected the same
book for their training. Mr.
King’s program networks closely with Samaritan Village and they
frequently hire our students. This
textbook is also aligned to Vocational Education Standards with academic
links and upgraded technology.

of: The approval of an out-of-state travel request for two
Vocational Education Administrators.

The administration recommends approval of this item.
Rationale:
The American Vocational Information Association will be holding
their 21st National Conference in Reno, Nevada, on May 14-19,
2001. Representatives from
the U.S. Department of Education will be addressing Carl Perkins
Vocational Education regulations, the future of Career and Technical
Education, data collection requirements and accountability issues under
Carl Perkins III Reauthorization. The
Vocational Directors from the Arizona Department of Education are
recommending attendance at this conference in order to be aware of
compliance issues before the 2001-2002 grants are written.
Relevant
Data and Exhibits:
The State of Arizona will be emphasizing the use of local data to
improve student achievement as measured by the AIMS tests.
It is imperative that assistance is provided to Prescott Career
and Technical Education teachers to crosswalk Vocational Competencies
with Academic Standards. This conference will assist the administration in providing
needed support to the teachers and further adopt compliance strategies
that raise student achievement.

Consideration
of: The approval of uses of Proposition 301 Classroom Site Funds
allocated to Prescott Unified School District schools as presented.

The administration recommends approval of this item.
Rationale:
Due to the passage of Proposition 301 by the voters of Arizona in
November of 2000, all school districts in Arizona will receive monies
within the Classroom Site Fund segment of Proposition 301 beginning with
the 2001-2002 school year. The
Classroom Site Fund, also known as the “Lower 40%,” represents the
portion of Proposition 301 funding that may be spent on a specific list
of items (see included list).
The use of funds within the Classroom Site
Fund is at the discretion of each school in the school district as long
as the use of these funds falls within the parameters of the Classroom
Site Fund. The principal of
each school in Prescott Unified School District No. 1 has been working
with their school staff and site council to determine the best use of
Classroom Site Funds at their school.
The Governing Board, however, has final authority to approve or
disapprove the use of these funds.
Prescott Unified School District No. 1 will
receive approximately $578,338 in the district’s total allocation with
the Classroom Site Fund. This
figure is based on the school district receiving $258 per weighted
student for the 2001-2002 school year.
This amount could increase or decrease depending on the final
dollar figure amount per weighted student as determined by the State of
Arizona on March 30, 2001. We
will share updated figures with the Governing Board at the April 3 Study
Session if updated figures are available.
The school principals, staff and site councils
have agreed that $100,000 of the total Classroom Site Fund for the
district should be allocated to the district’s health insurance
program, the Employee Benefit Trust (EBT).
This use of funds is allowed as part of “Teacher Compensation
Increases” as listed on the Classroom Site Fund list of appropriate
items on which to expend funds. Employment
benefits, such as health insurance, have been determined to be a type of
compensation to teachers and thus Classroom Site Funds may be utilized
in this manner. Since our
school district staff consists of approximately one-half teachers and
one-half other employee groups, the school district must match this
$100,000 with funds from the Maintenance and Operations budget.
We have been budgeting this amount all along through our Meet and
Confer process.
Our Employee Benefit Trust is requesting more
than the $200,000 currently being designated for next year’s health
insurance program. It is
hoped that the Classroom Site Fund final allocation will be higher than
originally anticipated in order that additional funds might be dedicated
to EBT. Any additional
allocation of Classroom Site Funds will need to be determined by the
school principal, staff and site councils, however, and brought to the
Governing Board for approval.
After designating $100,000 from the Classroom
Site Fund to our EBT health insurance program, the remaining monies have
been allocated to our eight schools based on each school’s weighted
student count. The schools
have reached consensus with the manner in which these remaining monies
are being recommended for expenditure.
One-half of the remaining monies is being
recommended to be paid to all P.U.S.D. #1 teachers on an addendum
contract as teacher compensation increases.
This amount will be approximately $800 per teacher for the
2001-2002 school year. The
remaining half of monies are being recommended for expenditure at each
school as described on the list submitted with this rationale.
The school principals will be present at the
April 3rd Study Session to answer questions with regard to
their recommended use of Classroom Site Funds.
We are very proud of the manner in which our schools have reached
consensus with regard to the use of Proposition 301 Classroom Site
Funds. We are also very
proud of our schools in that a genuine balance has been reached in
utilizing the monies for both teacher compensation as well as
enhancement of student services, staff development and class size
reduction. The recommended
uses of Classroom Site Funds indicate a fair and equitable approach to
the utilization of these monies and the entire school district should be
congratulated for their efforts in this regard.

Consideration
of: The approval of a Professional Staff Supplementary Pay
Schedule for Prescott High School.

The administration recommends approval of this item.
Rationale:
The Prescott High School Site Council has recommended that the
number one priority for the school’s share of Proposition 301’s
Classroom Site Fund monies be the enhancement of the Professional Staff
Supplemental Pay Schedule. This
recommendation falls within the guidelines of the Classroom Site Fund,
as the use of these monies in this fashion will increase teacher
compensation.
The current method of compensating teachers
who perform supplemental duties such as the sponsorship of Band, Choir,
Drama, etc. is a flat stipend. This
stipend has remained at the same level for many years since it is not
linked to any salary schedule or percentage of the teacher’s salary.
With funds now available from Proposition
301’s Classroom Site Fund, the opportunity exists to not only
appropriately increase these stipends, but also create an independent
stipend schedule that would increase as the base pay for our certified
teachers increases. This
would result in a more equitable method of compensating these dedicated
teachers who devote many hours to these quality and very successful
programs.
This Professional Staff Supplemental Pay
Schedule is being submitted to the Governing Board at this time since it
is part of Prescott High School’s recommended uses of Proposition
301’s Classroom Site Fund. An independent salary schedule for our high
school athletic coaches is being developed and will be submitted to the
Governing Board at a later date along with a Middle School salary
schedule for coaches and club sponsors. Our goal is to also enhance these salary schedules, but this
enhancement is dependent on the possible receipt of additional
Proposition 301 monies if the weighted student amount is higher than
anticipated. The State of
Arizona will announce this weighted student amount on March 30, 2001.
